Planning and Building Standards
We're making a number of changes to our Planning and Building Standards services for the duration of the COVID-19 situation.
Closure of Kirkbank and Ashwood House
The Planning and Building Standards offices (Kirkbank in Dumfries and Ashwood House in Stranraer) are now closed until further notice to visiting members of the public.

Existing Planning and Building Warrant applications
Officers will be working from home and will continue to process all existing applications. You should continue to contact the relevant case officer as normal.
New Planning and Building Warrant applications
Due to the office closures, we regret we are unable to accept the following payment methods until further notice:
- Cheque Payments
- Telephone Payments
- Pay Direct
We will only be accepting new planning and building warrant applications, amended drawings and payment via the Scottish Government's eDevelopment portal. For the duration of the COVID19 event, please add a flat rate £30 fee for any planning applications which require to advertised in a local newspaper.
